A total of 35 projects worth Rs 4857.11 crore were approved under the PM-DEVINE Scheme, including seven projects announced in the Budget for the financial year 2022-23.
PM-DEVINE Scheme
- PM-DIVINE: PM-DIVINE is a Central Sector Scheme introduced in the Union Budget 2022-23 with the objective of promoting rapid and holistic development in the North Eastern Region (NER).
- The scheme was approved by the Cabinet on October 12, 2022, with a total financial outlay of Rs 6600 crore for the period from 2022-23 to 2025-26. • Implementation: The scheme is implemented by the Ministry of Development of North Eastern Region (MDoNER) to meet region-specific developmental needs, ensure efficient use of resources and coordinated project execution.
- Infrastructure Development: In line with the objectives of the scheme, a total of 17 projects costing Rs 2806.65 crore have been sanctioned for the North Eastern Region.
- It is aligned with PM Gatishakti, which focuses on integrated financing of infrastructure projects to ensure seamless communication and access in the North Eastern Region.
- Priority is given to funding projects that address critical social issues and improve the quality of life of the residents of the North Eastern Region.
- Emphasis is on creating sustainable livelihood opportunities, especially for youth and women, and promoting greater participation in the development of the region.
- Focus is on reducing developmental inequalities and enhancing regional balance in areas not covered under other schemes.
Achievements under PM-DIVINE
- The 35 projects worth Rs 4857.11 crore include initiatives such as cancer care facilities, upgradation of university infrastructure and radiation oncology centres.
- Road connectivity projects have led to the construction of new roads connecting remote villages, reducing travel time and boosting the local economy.
- Smart water supply projects providing integrated drinking water systems have directly benefited over 1 lakh residents.
- Unapproved projects: This does not include projects providing Direct Benefit Transfer (DBT) or long-term individual benefits.
- Administrative buildings, government offices or areas already covered under existing MDoNER schemes or projects listed in the negative list are excluded from eligibility.
Various Development Initiatives in Northeast and their Achievements
Infrastructure Initiatives
- Bharatmala Pariyojana, Kaladan Multi-Modal Transit Project and India-Myanmar-Thailand Trilateral Highway promote regional and international connectivity and trade and economic growth for the Northeast region.
- Regional Connectivity Scheme under UDAN works towards making air travel more affordable and accessible and connecting remote areas.
Industrial Development
- North East Industrial Development Scheme (NEIDS) (2017-2022) provides impetus to MSMEs to boost regional employment and industrial development.
- Unnati Yojana (2024) was implemented to promote industrialization, providing incentives such as interest subvention, capital investment support and service-related benefits.
Focus on Agriculture and Environment
- The National Bamboo Mission promotes sustainable bamboo development, while the Northeast Region Agri Commodity e-Connect (NE-RACE)’ connects farmers to global markets, thereby increasing farm incomes.
Digital and Scientific Innovations
- The Digital North East Vision 2022 aims to transform lives through digital technologies, while the North East Science and Technology Cluster (NEST) promotes grassroots innovations and eco-friendly technological development.
Tourism, Cultural, Entrepreneurship Development
- The Swadesh Darshan Yojana develops tourist circuits to highlight the natural beauty and cultural heritage of the region and promote ecotourism.
- Major festivals such as the Ashtalakshmi Festival as well as the Hornbill Festival and Pang Lhabsol promote regional traditions, handicrafts and tourism.
