No institution shall be registered unless it has a counseling system as required by these guidelines. Coaching centers cannot take the services of any tutor or person who has been convicted of any offense involving moral turpitude. The government has proposed the registration of new and existing centers within three months of the implementation of the guidelines to ensure proper monitoring of coaching institutes.
