Odisha has become the 34th State/UT by signing a Memorandum of Understanding (MoU) with the National Health Authority (NHA) to implement the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY).

- Expansion of Health Services: This historic MoU between the Government of Odisha and the National Health Authority (NHA) aims to improve access to health services for about 1.03 crore families in the state.
- Integration of two schemes: Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) will be implemented along with Gopabandhu Jan Arogya Yojana (GJAY) in Odisha.
- Population Affected: About 4.5 crore residents of Odisha will be benefited under this scheme.

Ayushman Bharat Pradhan Mantri Jan Arogya Yojana
- PM-JAY is the world’s largest government-funded health insurance scheme, launched in 2018.
- It provides health cover of Rs 5 lakh to each family, covering secondary and tertiary care.
- The health benefit package includes surgeries, medical treatments, day-care procedures, medicines and diagnostics.
- Beneficiaries
- The scheme is rights-based and targets beneficiaries identified through the Socio-Economic Caste Survey (SECC).
- States/UTs can use the family database with similar socio-economic profiles for incomplete SECC families.
Financing
- The funding of the scheme is shared between the Centre and the States/UTs:
- 60:40 for States that have their own Legislative Assembly.
- 90:10 for North-Eastern States, Jammu and Kashmir, Himachal Pradesh and Uttarakhand.
- 100% central funding for Union Territories that do not have an assembly.
Nodal Agency
- The National Health Authority (NHA) acts as an autonomous body to effectively implement the scheme, working in collaboration with the state governments.
- The State Health Agency (SHA) is the apex body for implementation of the scheme at the state level.
Achievements of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana
- Success in remote areas: The scheme has found success in Naxal-affected areas such as Bastar and Bijapur, where hospitalisation rates have increased by 3%.
- Better healthcare services for cancer patients: As per the Lancet study, cancer patients have gained access to 33% more healthcare services under AB PM-JAY.
- Total hospitalisations: A total of 19 crore hospitalisations have taken place since the inception of the scheme.
- Financial expenditure: An amount of ₹1.13 lakh crore has been spent under the scheme, providing healthcare services to the underprivileged class.
- Medical treatments covered: More than 2,000 medical procedures and 27 specialties are covered under AB PM-JAY, including major surgeries like bypass surgery and knee replacement surgery.
