The 20th Maritime State Development Council (MSDC) recently concluded in Goa, showcasing significant advancements in India’s maritime sector. This event aimed to address over 80 key issues concerning port modernization, maritime infrastructure, connectivity, and regulatory frameworks.

Key Highlights of the 20th MSDC

New Initiatives Launched:

  • National Safety in Ports Committee (NSPC): An application was launched on the National Single Window System platform to streamline regulatory processes, improve efficiency, and reduce costs for maritime stakeholders through real-time performance monitoring.
  • Indian International Maritime Dispute Resolution Centre (IIMDRC): This center aims to resolve multi-modal and international maritime disputes, reinforcing the “Resolve in India” initiative.
  • Indian Maritime Centre (IMC): A think tank established to foster collaboration and innovation among maritime stakeholders.

Ranking Systems

  • State Ranking Framework: A system discussed to promote competition and improve performance in the maritime sector.
  • Port Ranking System: Implementation plans to enhance the efficiency and effectiveness of port operations.

Heritage Initiatives

  • National Maritime Heritage Complex (NMHC): Located at Lothal, Gujarat, it aims to be an international tourist destination that showcases India’s rich maritime heritage through advanced technology.

Focus on Seafarers

  • Recognition of seafarers as essential workers, with initiatives aimed at improving their working conditions and access to shore leave.

Major Port Projects

  • Announcement of India’s 13th Major Port at Vadhavan in Maharashtra.
  • Designation of Galathea Bay in the Andaman & Nicobar Islands as a ‘Major Port’.

Keel Laying Ceremony

  • The event included the keel laying for India’s largest dredger, a 12,000 Cu. M. Trailer Suction Hopper Dredger (TSHD) at Cochin Shipyard Limited, marking a significant achievement in maritime infrastructure.

Mega Shipbuilding Park

  • Discussions on establishing a Mega Shipbuilding Park across multiple states to consolidate shipbuilding capabilities and drive innovation.

Security Enhancements

  • Plans to install Radioactive Detection Equipment (RDE) at ports to bolster security, along with discussions on setting up places of refuge for ships in distress.

Maritime State Development Council

  • Established in 1997, MSDC serves as the apex advisory body for the development of India’s maritime sector. Its primary objective is to promote integrated development of major and non-major ports in close coordination with the State Governments.
  • MSDC monitors the development of minor, captive and private ports in the maritime states to ensure their integrated development with major ports and assesses infrastructure requirements and makes recommendations to the concerned Ministers.
